In addition to the sexual misconduct allegations, Dr. Kalra faces charges of healthcare fraud. Prosecutors allege that he prescribed high-dose opioids to former patients without conducting exams and billed Medicaid for phantom appointments—over $2,000 in one case and nearly $800 in another involving an incarcerated individual. Federal prosecutors allege that Dr. Ritesh Kalra wrote more than 31,000 prescriptions for oxycodone between 2019 and early 2025—at times issuing up to 50 in a single day. Many of these prescriptions were reportedly paired with promethazine with codeine, a dangerous combination that can amplify the euphoric effects of opioids and significantly increase the risk of addiction, overdose, and death. Oxycodone, a Schedule II controlled substance, is among the most potent and addictive pain medications available.
In addition to operating his own medical practice, Dr. Kalra held admitting privileges at several New Jersey hospitals, including St. Joseph’s University Medical Center, Holy Name Medical Center, and Jersey City Medical Center. These affiliations allowed him to admit and treat patients within these facilities, raising urgent questions about oversight and accountability.
Hospitals have a legal and ethical responsibility to carefully monitor the physicians they allow on staff.
